for some reason, pain (nagato) using Shinra Tensei reminds me of Sylar from NBC's Heroes.

Lets face it, as of 437 (sad issue by the way, i'm going to have to ignore that it happened if she's not okay), this is the most powerful jutsu used by any character.

Indeed, it is the one defense that can block ANYTHING regardless of how large or powerful it is and at the same time be used offensively in a variety of ways. All that with a mere 5 second delay between uses (unless you used a town-destroying one, which increases the delay and shortens your life).
Not that it is perfect in every other way. We saw with an earlier attack by Naruto when Pain remarked "this will be close" as he just managed to launch it to defend himself that he needs a second to activate it. We also saw this when Hinata caught him by surprise and he was forced to dodge rather than strike her with it.
Btw, Shinra Tensei translates into something like "judgment upon those opposing god" which is certainly a fitting attack for God Realm Pain.
