Anyway, this was a free to color, so I decided to give it a shot. I tried to shade like Sonic X style, which is something I've been working on. The color pallet here is from a screenshot, so it should be quite accurate ^^

I guess they do... but its the way the person drew it. I figured he was in the middle of shifting his eyes... something I think he did only twice in the game... maybe less. The rest of the time he just turns his head while he stares blankly ^^
