Yeah, as y'all can see I'm both a manga fan & a comic fan (both Marvel & DC) and I really like doing epic crossovers!This is a piece from Awesome! [link] who drew it for my birthday and I colored it in as well as finding a cool galaxy background. Also this art piece has also another related manga lantern piece which I also requested [link] which was created by .
The characters are list below:
Goku - Dragonball Z (Bottom middle) is a Blue Lantern (Hope) because he has always displayed great hope, never giving up even against seemingly impossible odds. Also he spoke out that famous aspiring speech of him being Hope when fighting Frieza "I am the Hope of the universe. I am the answer to all living things that cry out for peace. I am protector of the innocent. I am the light in the darkness. I am truth. Ally to good! Nightmare to you!"
Kenshin - Rurouni Kenshin (Bottom right) is a Green Lantern (Willpower) because he uses alot of his will to not becoming a bloodthirsty murderer again and he doesn't give up fighting even with serious injuries. 
Evangeline - Negima (Bottom left) is a Yellow Lantern or a Sinestro Lantern (Fear) because she's a powerful and merciless mystic vampire and she can spread out fear into her enemies.
Naruto - Naruto (Middle right) is a Red Lantern (Rage) because he goes berserker when something bad happens to someone he cares about also he has the Kyuubi inside himself that is full of endless anger & hate.
Minako (Sailor Venus) - Sailor Moon (Middle left) is a Star Sapphire (Love) because even though she can be a bit dense and clumsy, she can be the powerfuliest sailor soldier fighting in the name of love.
Ling (Greed) - Fullmetal Alchemist (Top left) is an Agent Orange (Avarice) because he craves to be immortal, eating lots of food (poor Ed XD) and he likes to have loads of friends.
Yoh - Shaman King (Top Right) is an Indigo Lantern (Compassion) because he is a very laid back and carefree teen who believes that everyone can live in a world without any hardships & hate also he always see's the brighter side of life by saying "everything will work out"

Simon from Fairy Tail for a black lantern would probably be a good choice, he sacrificed himself to save a girl he loved only to be brought back as an undead monster.
For a white lantern..... if not for the fact that she's stuck inside her "sister's" body, I'd suggest Yume from sekirei since her power is literally light itself.

SO Goku for both? Since he died, then was ressurected to save the Earth? Also, Goku in the originally JP/Manga wasn't as heroic/Superman-y as he was in the dubs. They made him more like Superman to appeal to kids. He actually was more about fighting, though he did do many good deeds anyways.

What's so much fin about the Green Lantern Universe is that you can pretty much through anyone in it and still call it canon (I know that's untrue, but just joking around)!

Your friend is quite the artist, and you quite the color...er. Definitely a nice selection you got here, and many of them fitting choices for their respective rings.
The only two I would have done differently would have been to make Naruto a Green Lantern (Lumo-Chan-223 has already explained why) and I would have made Alucard from Hellsing a Sinestro Corpsman. Admittedly this is partially out of my lack of familiarity with Negima, but Alucard is a walking fear dispenser, who makes a point of raising his enemies hopes that they can beat him until they realize he's less of a vampire and more of a Force of Nature (then again, even without the Ring, Alucard is absurdly powerful, so that'd probably be overkill).
That said, holy crap, Greed-Ling is gonna get GREEDIER?! D8
And what's this Mina? Being a Sailor Scout wasn't enough to defend the universe with?
If you haven't already, have you considered writing any fanfics featuring these characters as their respective Lanterns?

Characters do get scared of Evangeline, but she's not bad underneath her exterior. Doesn't help that she's generally too cute to be scary. I will say's more powerful than Alucard since he's an absurdly strong witch that the only a couple characters in the series might be able to kill, but she almost never kills herself. Also she's the brunt of a lot of jokes.

Naruto is a dual green/red lantern in my opinion. Why? He has great willpower and won't even give up even when the odds is dim. his willpower also help him do great things. But inside, the Kyubi, a great beast of endless rage lurks underneath his gentle exterior, and at times he gives in to his rage.
Sometime in order to keep from hurting others Naruto supresses the Kyuubi's rage and bloodlust, and in a way it's willpower.
