Ultra Fractal + Photoshop (Border, Resizing, slight brightness/contrast.)I spent around 5 hours on this piece (Took a few breaks.). 37 layers, including masks.

they look like cobwebs of ice... I think the colour theme could have been a bit better.. All in all this is a very nice piece dude. Excellent work.
