I'm sorry but she's just so overrated as batgirl and also she's called the most popular batgirl but I've never actually heard anyone say that as there own opinion. honestly I think DC are the ones making her the most popular batgirl and not the fans and that frustrates me

She is the most well known. Sorry, when people think Batgirl they think Barbara Gordon first.
Remember, like Harley Quinn she came into being because of a TV show (the 1966 Adam West series) so people not reading comics knew about her before comics readers making her the people's Batgirl.
Cass and Steph are known to comic readers but not by the public and have never had live-action or animated incarnations. She is also considered Core batfamily because of her time as Oracle. The other ladies came and went and had a less permanent role and became their own heros (Spolier & Black Bat) and were even written out of continuity when the new 52 came about only to be put back recently. They didn't do that to Babs because she IS more popular. People liked Steph a lot too but again, only comic readers. So there's a lot of solid proof of her popularity and even if I like her as Oracle, I'm not opposed to Batgirl either.

Yah but that's probably because DC dosent listen to there fans if they did they would realize that if they put Stephanie in animated form a lot of fans would be happy (including me) and if they were to do that she would be more popular. honestly I'm just mad that the writers seem to hate steph they don't give her enough love

Actually, in the new Rebirth Event happening soon, She, Tim Drake, Cassie Cain and Kate Kane will headlining The New Detective Comics run. So she is getting love.
But Barbara is to Batgirl as Dick Grayson is to Robin. He's not Robin anymore, his best incarnation is as Nightwing but if you asked most people if they knew what Robin's first name was, they'd still say Dick Grayson 8 times out of 10 because of the TV shows (animated and live action) and movies. Also, a lot of people try to say he's the best Robin. (IMO it's Tim and I am a HUGE Nightwing fan but I digress...) Damian is getting more and more exposition now so he's gotten to be more popular but a lot of people (especially older people) will think of Dick and more people are starting to know about Jason because of Arkham Knight, Under the Red Hood & Batman v Superman. Most don't even know that there’s been 4 Robins (including Steph for a short time) and yet Dick Grayson hasn't been Robin since 1982.
Popularity is a thing that peaks and wanes but companies like Marvel and DC do like to make money so there you have it...

I also think if they put steph in a show/movie they would make more money because so many people like her. in my mind DC can be idiots when it comes to that kind of stuff. Also bit of a side note, you know how steph was "killed" by black mask? Well DC did really mean for her to die if you go look at Cassandra's batgirl 2000 series you'll see that in one issue Stephanie's ghost comes and helps her, yah you heard me her ghost! When I found this out I was furious DC seems to just treat the poor girl like trash sometimes

Yeah. It's a shame. Well, maybe having her headline detective comics will show them how lucrative she can be.
Remember, this is the company that wanted to catch up to Marvel so badly, they threw everything they had into Batman v Superman without thinking... though I don't want to get into that movie. It makes me depressed because I see all that lost potential and makes me really feel resentful towards Zack Snynder. Anyhoos, that's wild! I'll be honest, I know next to nothing about Black Bat a side from the basics so yeah, DC is very scared of trying new things or expanding on new heroes unless there's an angle they can play up for money.
Additional ranting: Where's my damn Nightwing movie!?! Dick Grayson is 76 years old for f*ck sake!
