In rl history monarchs often acted as judges. In IDW comics, Celestia and Luna acted as such too, so here you go

And, no offense, but wouldn't it just be awkward for your attorney or judge in court to be the one who has the power to declare war on any nation and veto any bill?

Well, even when they don't have absolute power, they still MAY have the ability to restore a quasi-absolutist system.
And what do you think the government of Equestria is like? Is it a republic? An absolute monarchy? A shogunate where the monarch has no actual power?

Where are they not? They don't have a parliament or any council or any ministry, they decide on everything i.e. they get tons of paperwork to sign/agree and that's seen in episodes and comics.

In "A Royal Problem", they have delegates from towns near Canterlot being addressed about a Timberwolf issue, so there are probably mayors or MP's whom we (mostly) don't see.
