It looks like a person standing on a very tall pole. I can just see the next picture popped into my head as he spreads his wings wide.

I like this because when you look at it, you don't quite see what it is right away. Then you see the person there and it is somewhat eerie. You did a good job expressing the feeling behind it. It's just creepy(in a good way).
I would suggest darkening the pencil lines to black because they are hard to see. Also, adding a foreground of some kind would help the composition.
