Hm.... Idk if it'd be fair to give someone so young a rating like that. 

But, I will say a few things instead.
While you are very young your anatomy could use a little work. Which is perfectly fine, giving your age. That means in a year or a month or whatever I'm sure you'll improve! Especially if you love cartoons! Because they are everywhere! I am a cartoon artist myself and it a little easier to get better for us because cartoon artists are all over! Like on tv! 

But to be honest you're quite talented for only being 9 years old, and I would love to see what you could acomplish in the future!
