Now that's one epic Alolan Raichu. He needs to be send into the frontline imidedly, either to fight criminal organization or compete at the league.
Personally, I would suggest naval warfare. Being able to levitate over the water or in it, being able to attack with electricity that will spread rapidly in the water, and Psychic to deal with all water/electric pokemon with ability to absorb electricity. He would be unbeatable.
