This is Tatiana as Oceana. Oceana is a character in the Union (some organization I made up), like a "Goddess" like character. Except the original Oceana is dead.
And Tatiana is just the vessel for her soul.
At least she is able to use Oceana's powers.
Her ears are also made out of coral, as well as her horns, they're just both different kinds.
Her hair is like an Eel texture or something.
