For the winter contest. Just six hours before the deadline. Go me!Story! As to why it's snowing but the background is green and starry.
Shizune told Guy that she always wanted to be proposed to in the snow-- she thinks it's romantic. Problem? It doesn't snow in Konoha (or have seasons at all, as far as I can tell). SO! Guy comes up with the brilliant idea to have his team above them in the trees and chipping ice blocks.
Ta da! Insta-snow!
Guy uses everything-sparkles-no-jutsu. It's super effective
