I drew this on the back of my sketchbook for some strangely odd reason. *Shrug* Had to kind of fix it up because it's worn off. My original character...still in the rain.By "still" I mean: [link]

She looks miserable - the missing sock, the dripping hair, the way her legs are pulled in. It really shows just how depressed she is. Poor thing...

She's pigeon toed.
Love the random locks of hair on her face, they actually look far more wet than the rest of the hair and adds variety.
The ruffles on her shirt do add that wonderfully wet look to them. Sort of like if you jump into a lake with your shirt on, the air bubbles stick out so much while the rest of clings to the skin. They might, however, stand out a little too much at the same time. Looks like it's two completely different types of fabric.
Are those beads on that clump of hair across her shoulder?

Yeah, those are beads on her hair. It was something she did for a club she was in at school. Her father chose the beads, which is why she never takes them out.
Any suggestions on how to make the fabric sticking to her skin, and the fabric pulling away to look similar, cause I got nothing. *thinks* Thanks so much for the opinion though. I really appreciate it.

Did you not see my Art Meme? I don't draw. It's easy to point out things like that, it's hard to make suggestions on how to fix it. But it's not bad. the only thing I can think of is some lighter texturing to blend it all together leaving only a small strip at the top completely white...maybe. No clue.
Have you ever heard of Manga Studio? It looks fascinating but I'm not sure if I want to download the trial or not. It's basically a vector drawing system specifically designed to helping you make Manga. It includes drawing and inking tools, as well as built in texturing tools to make life easier.

The texturing was hard enough as it is because I'm still getting used to inking.
