I thought so too! I could just picture Bart talking on and on, and Cassandra listening because she prefers to listen than talk, and he's actually quite intelligent so she would enjoy learning a lot, and it would be cute. Friendship works pretty well too, so I don't mind either way.
And yeah... DaddyBats is pretty scary... I'm pretty sure Bart could do it though.

I've seen fanfics with this pairing. I don't mind them, some of them are quite good, but is there any basis for it in the comics? I don't recall them ever meeting.

I don't think there is any basis for it. I just have a thing for Bat/Speedster pairings and this one just came to my mind at the time (no idea why other people came up with it). As I said, this picture can be taken in a friendly way as well.
