Well, I don't think there should be one meaning established by the author. So I'd like you to help me form this answer !
So here is the background : this guy is a character out of my book, he works as a medic who takes care of sleeping people. He is blind because he has to sense the reality behind the flesh. He is an impersonal instrument of God, who guides his actions. His individuality doesn't exists anymore, he is only defined by his function. In a sense, he is sleeping himself, and as the other sleepers out there, he will have to wake up one day, and see.
He has no arms because his hands will be replaced by medical prosthesis and syringes, to become a perfect instrument.
Does that make any sense ?
