There were a few things that I was puzzled about in this scene. First, what did Klaxo-queen tell the APE delegates? The tall one seemed to be shocked and pleaded for her to listen that whatever she said wasn't what they were planning to do, while the short one wasn't affected by her psuchic communication scream in the least and lunged at her. Another thing, the APE members didn't have any faces under their masks, but they still bled. However, in a later episode, where (SPOILERS) APE are turned into energy beings by Papa, who is actually a disguise for the VIRM hivemind, the bodies of the now-ascended APE have human faces under their masks.
I think klaxo-queen here told APE about VIRM and how she will not let them forcibly relieve the souls of everything in the planet, which is why the APE delegate is confused, because he was only trying to convince her to surrender.

There were only three members of VIRMs upper Hivemind present within Ape; Papa, the Vice-Chairman, and Tarsier (the small one). The rest were actually human.
Tarsier was sent to assassinate the Princess to eliminate thr last of VIRMs old enemies, the Klaxosapiens. The other members of Ape did not know this, and had hoped that she would surrender.
Also, the small one was immune to the psychic attack because he's not really mortal. And Alien.
