I am going to be totally straight with you, so I really hope you won't take this the wrong way or anything. Believe me when I say this would be the best advice anybody can give you.
First of all, you're trying to insert an original character into this concept. To be honest, it won't work for one reason: people will not care. Not when they're seeing all of these Nicktoons like Danny Phantom and Ren and Stimpy going at it. When they see this character you're proposing, the first thing that will come to mind is, "Who?" He hasn't starred in any Nicktoons, and he ultimately has no purpose in a game concept featuring them. Why is he even there?
Secondly, as I've mentioned on the Vendetta post, nearly all of those quotes are taken word-for-word from Marvel vs. Capcom 3, specifically from Dr. Doom. That's already a red flag. At least when I try to come up with quotes for the characters, they are either true to the show they come from or what I think would be their reactions to seeing other Nicktoons. Sometimes, I make in-jokes on characters, such as Tuesday commenting on her show's lack of outlines. Also, a line like, 'Adios, Hispanics' will -NEVER- fly, I'm sure I don't need to tell you why.
I have actually taken a look at your character, and from his long list of superpowers, I can immediately tell you what's wrong with him. He's far too powerful. He has all of Superman and Doctor Doom's powers, is proficient in both magic and technology, and to put the icing on the cake, can steal powers. He has no apparent weaknesses, either. With that said, I can never believe anybody can beat him, and that makes such a character unbelievably boring. He will always win. People relate to characters with realistic flaws and personalities. So, with that said, I politely decline on using your character. I have a better idea. If you work on your art (not going to lie, you have your work cut out for you) and try to develop more in-depth characters with personalities and flaws that we can relate to, and come up with your own story, that will be far better for you. People will respect you more for making the effort, even if it takes a while to catch on.

Now you're just admitting that he's an invincible villain. I'm sorry, but I have no interest in reading this any further.
Also, can I kindly ask that you please stop posting about this character here? I'm looking for feedback on my piece here, if you don't mind, and all of these posts are just clutter.

You just said he succeeded in ruling the universe. If he did that, that would make him -GOD-. To put it into perspective, not even Darkseid, the most powerful being in the DC Universe has even accomplished that.

That's another thing I need to tell you about. Stop using other people's characters as a crutch for your own. If your character was tortured and bullied into becoming resentful, that's fine, but where you lost me was that he picked up these comics about other established villains and became one based on them. All that tells me is that he's just ripping off those villains instead of coming up with his own ideas. Even his quotes are copies of Doctor Doom's.
If you truly appreciate my advice, take it. Develop your own ideas and story, and leave the 'he was inspired by Doctor Doom' on the cutting room floor. It's good to be inspired by things you like, but not if you're going to rip it off wholesale. That is lazy writing.
