This was done entirely in the program SAI.
I think there's only a Japanese version available, but it was developed specifically for Wacom tablets and beta tested for years, so it handles like a dream and costs a fraction of other high-end programs.

I've submitted another pic I had on how I draw Fox. All the explanations are in Japanese so I wasn't originally planning to, but I figured it wouldn't hurt if I did either
I realize the eyes are different from the impression of the official art, but that's something I'm not willing to change. Also, I try to give the outline a soft texture to show the pile
