Teenagers don't get adopted. They are purchased.
Ciel and Lilly weren't prepared for quite how dehumanising it would be to go through the foster system, and government care. They had come from a comfortable background that could afford to see them through education, to everything they knew going up in flames. They aren't seen as two orphaned twins who need to be taken care of, they are now seen as two young, healthy and well educated teenagers, one a fit young man with a good build for hard labour and the other a fit young beautiful lady who was about to reach (what some would sadly describe) the prime of her womanhood, suitable for a very different type of labour. Someone to produce many heirs, reduced to an organ she had.
Whatever fate had in store for these two, they would face it, but they both agreed that it would only be if they could face it together.

As soon as there was even the slightest hint that they were going to be separated, or had been 'advertised' on their own, the twins would ensure they would be seen as unfit for purpose. Ciel would hide, or ignore when he was told to meet a potential guardian. He would rather take a cane to his hands. Lilly, however, in a mix of desperation to not be separated from Ciel, being treated like a broodmare for the rest of her life and anger out of the physical punishment they would carry out on him, would act out as much as she could. She wanted to be seen as problematic, as faulty, as undesirable. They both would be homeless on the cold streets before anything that was offered to them thus far. Ciel's protests were silent, and Lilly's were loud.
Without the threat of being taken away, the twins were angels. They took care of younger orphans, they would read to them and give them comfort. So the change in behaviour was always startling, and the twins would be moved to a new port of care. They were fine with that, as long as they were kept together.
