She's a character from the comic book series by IDW, which doesn't have the same political, copyright, and age-related limitations as the TV show and as a result, the stories are darker and deeper than the show may ever be with even more pop cultural references and adult humor thrown in and are more clearly aimed toward older audiences, which include bronies.
(I say copyright because Doctor Whooves crossover cameos occur freely, since IDW also publishes the Doctor Who comics.)
Basically, the same forces that turned Luna into Nightmare Moon have taken Rarity and used her doubts that her friends see her as their least favorite friend, her own generosity, and her tempting abilities against her to corrupt her into Nightmare Rarity, hoping that by corrupting one of the Elements of Harmony they can render them useless and take over Equestria.
