I think the simplicity of the throne works here. He is the shadow, unseen, above the city. He laughs at the humans below who believe the see and know all and yet remain blind to his menace above.

It is not LOKI ,it's more about the DEVIL himself
it's not wine either ,it's more about blood,but I'm not sure about that
the throne is kept simple for a reason,it changes every nights and this time it's just made of rocks that he quickly shaped like a throne
