hmm... I've been drawing for 12 years. (since I was in primary school)
I read some How to draw Manga books and watch a tons of manga & anime.
But the most important thing I think it's that I draw and never stop practice everyday.
I don't think my level is very high, I still have to improve my skill more and more too!
