Thats pretty interesting! This is only the second 3D rendered anime pic I've seen. I really like that cell shading on her skin and clothing; it creates a very pleasing and presentable style. The structure ofthe figure isn't bad at all, either. I like how the dress flows to match the slight angle her hips are at, and I don't see anything wrong with the proportions.
My only critique is on the hair-the lighting for it works, but the way there is only a base color, shadows, and highlights, but there is nothing to imply that the bangs are made of strands, the hair looks more like plastic than anything. One option to fix that would be to have a line or two running through each of the bangs; that's usually all an anime picture needs to imply that there are strands. Another, and probably more appropriate alternative, for the same result, would be to just make the highlights more jagged and/or smudged, which helps show a more interesting structure.

Yeah, hair tends to look like a lump of molded plastic. I'll try your suggestions, especially regarding the jagged/smudged highlights.

For this specific picture:
the model is a3ad ("madoka") created by ken1171 (I think that's also his name here at deviantart). Its a hybrid of Animedoll and Aiko (Animedoll head, aiko body). It can be downloaded for free at Renderosity.
The dress is "Kai outfit" from Daz, one of Aiko's earlier dresses. While I got mine from Daz, it (and a bunch of her other earlier clothing) can be gotten for free at a CD of the September issue of 3D World (the cover is Aiko wearing a red colroed "Angel of Light" costume and a big gun). I just applied a tranparency map to get the pink front opening of the outer dress and scalloped edges to the blue inner dress.
The hat is from one of the default clothing of poser 5. I just applied a magnet to it, then increased the X and Z scales.
The collar is a sphere primitive than I applied a few magnets on and a transparency map to give it openings. Then I ran it through the cloth simulator.
The staff is something I modelled, several simple tubes and cylinders slapped together (it looks horrid on close up).
Finally the materials I used to render are from the "destri" method (his discussion about it can be found at the renderosity forums).

I used Poser 5, with Ken_1171's AnimeDoll and Aiko 3 hybrid (which can be downloaded at Renderosity.com). The dress is a transmapped Kai outfit (from Daz3d.com). The staff, hat, and collar were modelled by me. The backgrounds and light effects were made with PaintShopPro 7.
