She's part of a group of people called Sources. They use energy based powers to power machinery and weapons. The mecha arm she has is an energy booster that increases her natural electrical output.

Interesting character design . The cool light hitting the character from the one side is a very nice touch. Some tiny glowing neon lights on the mecha arm or a warmer light source from the other side would've been really great with this character too .
