In this case it's the art that shows for the game character at certain points in the game. Most noticeably in the character profiles and character select. It will also show up as the characters portrait in game.
For example, you can find this on the game's page(see link below) under the "Skins," section show casing it as an available option for the character.

Do you play league of legends yourself, and do you have to play the game to draw splash arts for riot?

Ahri was made for the celebration of the launch of Korean server.
Therefore, she wears traditional Korean dress called 'Hanbok' not the Japanese 'Kimono' that you are talking about.
Sorry if this annoyed you but there are people out there who are sensitive in mixing up Korean stuff with Japanese stuff so you should be careful.
