I saw a picture kinda like this on Tumblr for Sasuke and Itachi and... and yea.Headcanon stuff:
The story behind this is that Dragonborn are immortal, unless they "choose to die". Vahl is Dragonborn, but her brother is not. So while they are reunited for this short while, Vahl will eventually have to let her brother go for a final time. As with all her other mortal followers.
