She was born that way, because of her past as a living. A price to help someone after dying and becoming an angel. In fact, she can't fly but her magic is stronger.

(I know it sounds a little strange but I always thing the story of what I am drawing, unless I am attending at class and the drawing is a doddle jeje).

Yes. She did a miracle when she lived (saving someone), so she "sold out" her mistical power while rebirthing.
Her magic is stronger because in fact, his heart is more kind than some other angels.
