I'm sorry if this isn't what your idea was for this, but it makes me think Rin is a waterbender living secretly in the fire nation to keep his sister safe and Haru discovers him when he is sneaking around looking for mackerel and catches Rin waterbending to catch his own fish are then Rin gets mad but Haru follows him anyway. They don't realize it until long after they've met (for what they think is the first time) but they had been besties before Rin left the water tribe to keep Gou safe (they were little at the time, and had both been so much happier, so they didn't recognize eachother at first). Then (after many arguments and waterbending competitions) Rin comes back with Haru and they find a deserted island for the water tribe where it is safe from the fire nation and they fall in love somewhere along the way and live happily ever after.
