Well I use Photoshop, so I just drew them with a white brush and added some outer glow.
I also only kept the part of the face around the eyes visible so it seemed like they lluminated it.
Pretty simple, nothing too fancy

When I saw the thumb of this, I thought, "Wow. Damn awesome photograph." When I clicked it, I thought, "Wow, that's awesome, it isn't even a photograph."
I love how the girl seems to have a spotlight and the car and the P sign are illuminated a little to help make it seem more like what we can associate with, and the rain adds a nice touch. The eyes are scary and honest to God, she looks like she's going to turn into a ninja.
Altogether, an awesome piece. And I'm slightly scared too, because this looks just like a road near me...
