I always draw the face line after I draw the eyes and hair
(well, i dont follow the rule of drawing-the skeleton thingy- just simply start from the eyes)
I think by drawing it after the hair would be pretty east, just make it arched, then turn your paper(upside down) and draw another arc for the other side of face line.
