Hmm lets get into stats this guy looks like a good defensive, specially offensive water Pokemon with Water Absorb is great for switching on Starmie's hydropump so this guy should be in OU/ Ubers thus these stats are formed with this tier in mind.

you realize these stats are better than some legendaries right? he would be in ubers tier definitely. Super takny and high damaging it would be rediculous

I can see your point, but I believe some OU threats like Ferrothorn and UU threats like Slowbro [Regenerator] can easily shut this monster down. In addition, Rotom-W can threaten it with Will o Wisp, wear it down with Volt Switch and get eventually KOed by Hydro Pump in the rain.
Yes I am aware that its BST is better than Latios by 10 points, however unlike Latios this fish has a terrible typing to switch into entry hazards with Ferrothorn roaming the tier these days and also Rotom-W is fairy prevalent in the tier.

This is the best rendition I have seen of a flying fish pokemon. Now on to the impression/critique.
A witty name, stylish design, and good concept. I also am not sure about the "water absorb" ability but the "swift swim" fits well. If only they had a swift swim for flying types you could give it to Atmosfin instead of water absorb and make it have the ability to get faster in two styles.
I have more of a critique but I sent it to you in a message so it didn't take up too much space here.
As a contribution to this set I offer pokedex entrees for your consideration. To add a bit more back story and depth to this set.
Skish
- They live in tropical waters where they are a popular tourist attraction.
- Although they appear to be flying above the waves Skish are only capable of jumping out of the water and glide.
- Skish can evolve when they have developed enough muscles to maintain flight.
- Despite the fact that they can swim and glide they cannot walk on land.
Atmosfin
- Being able to sense both air and water currents it increases it's speed underwater and while gliding.
- Atmosfin are seen protecting "Schools" of Skish from larger foes.
- "Flocks" of Atmosfin use their ability to fly to fight and ward off sea and air predators.
- A legend said "Once a fish flew so high it touched the clouds and opened the sky"
- Some pilots have rumored their are some Atmosfin living in dense clouds.
