This is cute and all, But your anatomy needs work, The neck is way too thin, and the head is too big for even a chibi style. The eyes can be big, but they're too big, It goes up to their hairline which really shouldn't happen. Also, The yellow one, forgive me I don't know the names, Tails don't work that way, and considering they look like cats or wolves, Their tails still wouldn't be half that fluffy. Also, Neon colors. That isn't a good idea, I'd suggest using pastel or just saturating it. For Shading, the light source is established, But you don't use it. You should use Multiply for shadows, And soft light for light shading. If you want, I'll happily give you a tutorial if you note me.
The background is okay, I can't really critic sense I don't many, I have a friend that could help you learn it though! You need to lighten up on the blur tool though.
At least you don't rely on bases, Doing things like this is what will get peoples attention, I'm very happy that you draw your own art, It brings up the watcher count faster then just using bases. ^^
Overall, Out of ten, I rate a 6. Just practice and you'll be getting better in no-time!
I'm serious, I will actually give you a shading tutorial if you desire it.
