I was thinking of the description of Cannae where it says the Gauls fought bare-chested.
Still, if it is a later battle like Zama, it could be right - maybe the survivors had learnt the value of armour by then.

the Celtic faction skirmisher units are pretty much naked in game though.
We're not allowed to have them be all the way naked
