I always liked the subtle uncanny vibe this character gave. I think you captured this creepiness well.
There was just something a little off about him, and then you realized it was the eyes. Everything was fine except for those.
I haven't played Dishonored 2, but you never really got the sense that he was evil in D1. Just that he wanted amusement.
