If you are talking about the blue and purple banding, I agree. I don't know, but I am guessing that this has been over processed. If you want to achieve an overall blue try converting it to black and white by going, "Image / Adjustments / Desaturate", and then colourise it with a "Photo Filter". If you are using Photoshop CS3 you can go "Image / Adjustments / Black and White" and then apply a tint at the bottom of that box.

I would say that the original photo is excellent. It looks like it is well lit, and shows your features, your expression and that lovely long neck extremely well, with subtle shadows. The pose is lovely and the facial expression is VERY good. You convey excellent emotion here. There is pain, wonder, and hope in that look. Very "blue"!

I would say don't scrap it, rework it, if you are not sure. The subject and basic photo is fine, but I feel the processing needs work.
