Risør is one of the oldest towns in Southern Norway , just under 5000 people . It is known as "the white city of Skagerrak" , because of the many white wooden houses . In old times , white paint was the most expensive and therefore a sign of riches . Because of tradition , most houses are still painted white . Some houses have white fronts and the rest in a different color . This is from the street called Kastellveien . Kastell is a Norwegian word meaning small fort or tower .
