This image seems as though it would benefit from a few additional cyan/cerulean highlights in the blue field, to better capture the colder atmosphere. This cobalt/ultramarine colouration is a little too pure and saturated, better capturing the element of water, or an ordinary night sky, rather than a chilly winter aspect. This would also help offset the intense contrast between the red-orange lights and the deep blue sky.
