Actually, as I read in the BS wiki, Jack did save them all. 10 years after the events of BS1, Sofia Lamb and Co. went up to the surface to capture little girls and turn them into Little Sisters, as they grew up, they became big sisters.

just read the BS wiki and it said that Tenenbaum take as many as she could, but Lamb took as many as she could, later to find that they weren't enough and make the Big Sister kidnapped little sisters from the surface...

No, Jack did save all of the little sisters, but one of the little sisters was left behind and got turned into a big sister, and kidnapped little girls from the surface to turn them into little sisters

no... the Big Sisters are those Little Sisters that actually weren't left behind by Jack but were kidnapped by Lamb before Jack arrived, so they will give the family ADAM, therefore nor Jack or Tenenbaum knew that they were in Persephone...
