Many animals can technically cry. They have tear ducts, like humans do. However, it is generally not an emotional thing, rather there is something in the eye cause the tear ducts to produce saline to clean the eye.

Likely because it was very icy cold and windy and that alone can cause tear ducts to produce tears to keep the eye moist.
