Well, to start off~
Everything blends into the character, so it's difficult to make out what is what. I recommend working on contrasting and shading more, and since this sprite is based off the Sonic Advance series you should try sticking with 3 colors or even just 2 for minor details. You may also want to use a contrasted grey color that isn't pitch black, and use it to differentiate things so they stand out better. For example: The right hand (His right) is blending in with the rest of his clothes and body, so it just looks like a mangled up mess, but, using proper shading and using the black to outline certain areas, you'll be able to tell it's a hand by his side.
I hope what I've said makes sense, I haven't really been doing pixel art much these days.
