Its okay, I can't draw forepaws sometimes, even now. And I've drawn a lot of dragons. Its a pretty good picture, if a bit faint. Its a good thing to remember, that when a dragon relaxes its face, or expresses emotion, generally, similar to a human, the teeth aren't going to be very visible. This isn't always the case, however, espeically if you like to give your dragon particularly prounounced canines (like I do). They'll stick out, then.
Also, don't be afraid to give the belly texture. I'm assuming those are large 'scales' under its belly, bit softer, like many dragon artists and authors see the creatures. You can lie them flat without too much of a problem, but also remember that if these really are scales, then the texture of the body would change with it, along the line. So, instead of a solid curved line, it would be jagged. It would be kind of like what you have going on at the teeth, only exaggerated along the body line, one long line going down, then a short cut-back at the point of the new scale, then a long line, then a cut back. I hope I've made myself clear, and that wasn't too confusing. ^_^;;
As for the head in particular, you can drop the eye a bit, or make the head a bit larger, your choice, really (all of this is actually your choice, if you want, you can keep drawing dragons just like that and I won't mind a bit), but basically the idea would be to pull the eye away from the back of the head, and around more towards the front. Dragons can have eyes in the 'side' of their head, like rabbits, but remember that most predators have binocular vision, two eyes in front. I think your dragon could also benefit from a jawline, the extra emphasis denoting the jaw could clear that up a bit. And on drawing scales, think of the light source. The only part of the scales you can see on a reptile or fish are the ones that are in the dark. the ones in the light reflect it uniformly, so random U-shaped scales don't really accurately reflect it, either do every scale on him (I don't recommend that, I tried it once, and unless you do it perfectly, it doesn't come out that great), or you could draw the lower-half of the U on scales closer to his belly (for a light from above).
As far as arms go, I just have to say practice. Maybe draw an entire page of arms. it helps. don't erase any, while you're doing this, if you start an arm, finish it, no matter how bad it looks, and don't erase it, afterwards you can see what you liked from which arm, and as long as anatomy is compatable, you can use that as your arm structure. This, of course, is the beauty of drawing Fantasy characters.

WOW, that was a lot of typing on your part, and all of it makes sense, I may try to take those into consideration, if I remember to, I am a person who tends to forget things, But I will try, thankyou for the comment, and thankyou for the help. ^___^
