It depends on which story you follow, in the biblical story the Horses represented Conquest of the land, then the War to reclaim it, then the Famine came as a result, which in turn lead to Death.
Pestilence is part of the pop culture version, Pestilence was the result of the War, which leads to Famine, then Death.
