Does the over-vest have a short back or is it two layered?

the top row is the jacket, the sleeve to which is on the bottom right. The vest underneath is longer in front than the jacket, but shorter in back.
The jacket's back is actually 3 layers, 2 of which overlap over the standard length bottom layer.
