I really hope Penny comes back, while she is a robot and that helps a lot in making it easier to resurrect her there is the problem of her soul (she can produce an aura) and the fact that, well, her remains got blown away by a huge grimm (hence why you see additional damage in her on this drawing), still I hope papa Geppetto and Atlas could put her back, if at least because team JNPR needs her "P" back and Phyrra actually got reduced to ashes, making a come back for her even harder.
I remember this film of Will Smith name I, Robot, the scene where the late doctor reflected about the line within artificial intelligence and a real soul, I don't know, in the months ahead I will learn more about programming, and I feel tempted to take a course of artificial intelligence, but I have some other priorities, perhaps in time we may get better answers, both for the show and for real life.

I have a theory on how she might be able to come back:
Being the first cybernetic being capable of generating an aura, it seems likely that Penny had some mental functions that weren´t programmed, leading to random lines of code forming and, for the most part, disappearing again shortly after.
After meeting Ruby, these lines of code appeared more frequently, and were less likely to disappear again, and when Penny was hit by Pyrrha´s semblance, th magnetic shock slightly overloaded her circiuts and caused these random lines of code to clumb together into an emergency self-preservation protocol, which got initiated immediately and transferred Penny´s consciousness to the nearest computing device she thought of, namely Ruby´s scroll.
Of course, Ruby´s scroll couldn´t possibly handle this much information, so Penny´consciousness was comprised into a smaller package and saved itself until the scroll was within range of a processor powerful enough to process her consciousness. Now that Ruby is in Mistral, such a processor is within reach, in the shape of the CCTS tower that forms the base of Haven academy.
So technically, Penny´s consciousness could transfer itself onto said tower and leave its dormant state.
And yes, if you read between the lines, you will find a "friendship saved her" clishee...

Strange, I just finished reading 2010: The Year We Make Contact, a sequel to 2001: A Space Odyssey, a wonderful book, and I found this quote:
"Whether our minds are made of carbon or silicon, we should be treated with the same basic respect!"
I consider Arthur C. Clarke certainly more capable than me, a H.P. Lovecraft too, as I think it was on the vibe of when he described the Elder Things in At The Mountains of Madness" that I wrote the third quote of the description, perhaps Clarke read it too?:
"Radiates, vegetables, monstrosities, star spawn — whatever they had been, they were men!"
Some time ago I read about some soldiers in Iraq who used a drone to do some bomb-defusing job, one day one of the bombs went off, the first thing the soldiers did was take the broken drone and rush it to an engineer, tears in their eyes, begging for him to save it.
There has lately been people about the risks of artificial intelligence by some important people certainly more capable than, about the risk of being replaced by machines, I may well understand they may see the risks of placing over machines our ruthless nature, our inherent death drive.
But perhaps we are on a turning point, perhaps, for the first time the vast majority of us agree extermination of the other is not the solution, I know there are still too many who may deprive others of what we declared inherent rights, perhaps we may say it's a start, and we may yet put the better of ourselves in our creations, I don't know.

The world of Remnant has some metaphysical boundaries that they have greatly enlarged compared to our world. I am not sure if Penny is intended to return or not, but she could appear again, repaired, or with her CPU and attached soul inserted into a new body. OTOH if Penny stays dead, that would be very profound statement of her humanity.

I don't expect Penny's return without drama, but it could certainly work this way. They try to upload a clean slate but Ruby made such an impression on her it just won't take and she wanders around in a daze trying to find this girl from her fragmented memories that told her she had a soul.

2) hacking fails and penny turns against humanity.
3) salem comes to penny and convinces her to join her.
and salem does NOT relate to the creatures of grimm - and if she does, she is just a pawn of the one who is REALLY in charge - Lord Grimm .

Yeap, well, I am just taking a programming course as part of my electives at the university, most people run away from programming because too often it's teach like maths, remember the formulas and fill the 75 minutes exam, but I heard the course at my university is going to be project based, so we build a real program instead of trying to memorize code, I have some high expectations on that sense, requesting people exams of programming is like making a theoretical quiz of photoshop tools, that's simply not right.

Agreed, projects are very fun with programming. I've taken a few coding classes and the projects are the best thing, especially when we get to make games. I do really like to do extra research like this though where you look into the potential of code and such. That's why I like the morality doctrine series by James dashner, which I suggest you look into if you like i, robot; it deal with more AI than robots but its a similar basis with many twists

Yeah, I know, good thing this is kinda a fantasy setting, and they also have very advanced high tech, so, maybe a ghost in the machine? It would actually be interesting if part of Pyrrha personality had been engraved in Penny "because aura", turning her into a moral conscience of sort... Pyrrha for Jiminy Cricket?
