The receipt we've seen has no information on it that would be useful to Rarity (unless there's more on the receipt we don't know about). Unless she has only given out a few dry cleaning receipts in the last little while, just showing it to her is a waste of time. I guess it does depend on how many ponies use this service. What we want to know is who in the last week or so, has used Rarity's dry cleaning service. It probably wont lead directly to the culprit because just finding a receipt like that is way too suspicious. Also, since it appears to be ripped, some information may have been intentionally removed for whatever reason. Of course, Colgate could show her the receipt and Rarity might be kind enough to just show her the ledger, making everything I've just said utterly pointless. Maybe I'm over thinking this.
Also, Colgate should have detained CT. While I doubt she's the culprit, there is reason to suspect her. Colgate never discussed the hair she has with CT, she admits to being near the crime scene, and (if my memory of fanon serves me right) Derpy is known for eating all of her food, so she has motive. Plus, she has already lied once. Why lie about being near Sugar Cube Corner unless there's something else she knows about.
Sorry if I'm taking this WAAAAAAYYYY seriously. I'm just a really big fan of 'solve the mystery/L.A. Noire' style stories. I'll leave everyone alone now.
