Truth be told, there's actually a very simple reason Ventus was shirtless. In Japan, nudity is a symbol of purity. Ventus has a heart of pure light. Because Kingdom Hearts is part Disney, they can't show any more skin then being shirtless. So they went to their limits in Japan and showed his purity.
