Pinkie isn't dumb, she just always makes jokes out of every situation.

She isn't mean because Pinkie Pie goal is to make as much ponies happy, her entire life is based on that fact. Pinkie's cutiemark being a good representation, despite it being about making parties. The given reason she got it in the first place was what she desired after she saw the sonic rainboom in Cutiemark Chronicles, to make others smile.
