I used a program called "Paint Tool SAI" for this particular image.

Are there any tutorial guides you recommend for this kind of work? I am very tech savvy however I wouldn't know where to begin with this program and making art.

Sorry for the late reply, but I have been thinking about this question:
Any way I will assume you have a tablet; if no,t for digital art a tablet is absolutely necessity! I would look at Amazon there are some great ones for about 50 to 75. If you start really liking it, I would suggest then looking into a good Wacom.
The biggest thing for me that helped me is watching other artists, mostly via Youtube. Tutorials on Youtube are great too, but sometimes it takes some digging to find good ones. Even better is to join livestreams of artists, you can see the time it takes to make something. Even better if you're lucky you can ask them questions and they'll answer right there.
