neither, the big ones are adjusted lens-flares, the small ones is adjusted noise. There are tons of tutorials on the net about basics.

A grey nebula would be interesting to see. We are so used to brightly coloured ones that a completely colourless one would be the unusual sight this time

Yeah, I tries to give it more contrast but then all the brush strokes emerged and the whole picture lost its mood. But yeah, it looks a bit featureless.
