I'd say E with the pants from G. I really dig the open jacket over the tucked in shirt, but it would look better and less dude-ish if she had the skin tight pants from G. Also looks more comfortable compared to many of the others, with all those straps and pouches.

I dig J, with baggy pants and synth-like haircut. I like the idea of pouches too, perhaps J can have some of those too for added coolness. Kind of how H wears them.

I kind of like C and F. I would have no problem with I--nothing wrong with showing skin for sex appeal--but it looks a bit too much like Cammy.

I would, as a woman who loves games say, get rid of D, G and I. They look like the typical females that are dropped into every game as eyecandy. 
My personal favourites, however, would be the badass B, H and J.
Remember, if you can't be taken seriously in an outfit, neither can we.

At the risk of sounding like a complete knucklehead, I'm not sure I agree it's quite that simple. I won't argue your criticism isn't valid (it is) or that you're wrong about how things work (you're not), but I think there's a bit more nuance to the issue. A single character's design doesn't exist a vacuum, it stands in relation to the character's personality and role in the world, the setting, other characters in the same world, etc... I would also argue that lack of agency is a bigger problem for female characters than lack of clothes - but fair enough, the two are by no means mutually exclusive. I also can't reasonably fault you for critiquing what I have presented, as opposed to the "bigger picture" that for the most part exists only in my head!
As far as these designs in particular go, I do for the most part agree with you! I drew different bits and pieces and assembled them in as many different ways I could be bothered, exploring as wide a range of ideas as I could - I'd rather try something and find out it doesn't work than not try in the first place. Ultimately D, G and I are definitely along my least favourite; they either don't come together visually, don't fit what I have in mind for the character, or both.
