I'm curious, do they give you a guideline for the style to use? This piece is incredibly similar to the art of White Eyes, though it's from a different artist. What do they tell you? Do all artist work from concept arts or did one of you do their piece based on the other artist's?

Yes, I always get a description of what Blizzard want, and a style guide, reference images etc. I think this was meant to be a companion piece for White Eyes, to show a different side or version of that character.
More often than not Blizzard supply character designs, but I have on occasion been able to design a new character. I recently posted the 'Phantom Freebooter' which is based on elements of existing Warcraft characters but I got design much of that myself.
